As the coastal human population increases in the United States, there will likely be increasing environmental and socioeconomic pressures on our coastal and estuarine environments. Monitoring the condition of all our nation's coastal and estuarine ecosystems over the long term is more than any one program can accomplish on its own. Therefore, it is crucial that monitoring programs at all levels (local, state, and federal) cooperate in the collection, sharing, and use of environmental data. This volume is the proceedings of the Coastal Monitoring Through Partnerships symposium that was held in Pensacola, Florida in April of 2001, and was organized by the U.S. Environmental Protection Agency's (EPA's) Environmental Monitoring and Assessment Program (EMAP), and the Council of State Governments (CSG). It contains papers that describe various multi-disciplinary coastal and estuarine environmental monitoring programs, designed and implemented by using regional and national partnerships with federal and state agencies, academia, Native American tribes, and nongovernmental organizations. In addition, it includes papers on modeling and data management; monitoring and assessment of benthic communities; development of biological indicators and interlaboratory sediment comparisons; microbiological modeling and indicators; and monitoring and assessment of phytoplankton and submerged aquatic vegetation. There are many components involved in determining the overall impacts of anthropogenic stressors on coastal and estuarine waters. It will take strong partnerships like those described in this volume to ensure that we have healthy and sustainable coastal and estuarine environments, now and in the future.

Every spring, the University of Massachusetts - Amherst welcomes all ''Soils Conference" Scientific Advisory Board members with open arms as we begin the planning process responsible for bringing you quality conferences year after year. It is with this concern in mind that the Massachusetts Department of Environmental Protection privatized its cleanup program in 1993, spurring the close-out of over 20,000 sites and spills across the Commonwealth to date, in a manner that is both protective of human health and the environment while also flexible and responsive to varied site uses and redevelopment goals. So we gather together again, this year, to hear our collective stories and share success and challenges just as we share stories at a family gathering. In recent years, the adequacy of collected water quality data and the performance of existing monitoring networks have been seriously evaluated for two basic reasons. First, an efficient information system is required to satisfy the needs of water quality management plans and to aid in the decision-making process. Second, this system has to be realized under the constraints of limited financial resources, sampling and analysis facilities, and manpower. Problems observed in available data and shortcomings of current networks have led researchers to focus more critically on the design procedures used. The book is intended to present an up-to-date overview of the current network design procedures and develop basic guidelines to be followed in both the design and the redesign of water quality monitoring networks. The book treats the network design problem in a comprehensive and systematic framework, starting with objectives of monitoring and elaborating on various technical design features, e.g. selection of sampling sites, sampling frequencies, variables to be monitored, and sampling duration. The design procedures presented are those that the authors have recently applied in a number of national and international projects on the design and redesign of water quality monitoring networks. Thus, the book covers real case studies where not only the methods described in the earlier titles are used but also new techniques are introduced. Where earlier methods are used, they are assessed with respect to their efficiency and applicability to real case problems.
