Drawing upon the MCI (Managing Criminal Investigations) field test experience and available literature, this report outlines a range of options for better management of the investigative function. The five MCI model components are the initial investigation, case screening, management of the continuing investigation, police-prosecutor relations, and an investigative monitoring system. Although preliminary findings indicate that the field test achievements appear to be modest along each of three valued dimensions--resources saved, investigative efficiency, and investigative effectiveness--the program did successfully construct a framework for goal achievement in the investigative process. Thus, MCI should be viewed as ongoing and extending to the development of the kinds of investigative functions and strategies that have direct implications for efficiency. Conditions for successful implementation of MCI include commitment from top management, training, a call-screening system, a management information system, the services of a policy analyst, and assessment of the cost implications of MCI. Due to the field test experience, the program design has been revised. Elements added to improve allocation efficiency include an expanded role for the patrol officer, a special reporting form, a call-screening system intended to increase uncommitted patrol time, and new procedures for patrol supervisors. For case screening, the elements are a system for screening out predictable 'unsolvable' cases, flexible screening criteria, a screening model that reflects local investigative priorities, and more. Investigation efficiency also is dependent on changes in police department policy outside the investigative function, such as personnel and promotion policies. Suggested policy revisions and guidelines and procedures for evaluating an MCI program are given.

Criminal investigators need broad knowledge of such topics as criminal law, criminal procedure, and investigative techniques. The best resource for these professionals will distill the needed information into one practical volume. Written in an accessible style, the fourth edition of Criminal Investigation maintains the same reader friendly approach that made its predecessors so popular with students, professionals, and practitioners. Beginning with an overview of the history of criminal investigation, the book explores current investigative practices and the legal issues that constrain or guide them. It discusses the wide range of sources of information available, including the internet, individuals, state and local sources, and federal agencies and commissions. Next, the book discusses other investigative techniques, including interviewing and interrogation, informants, surveillance, and undercover operations. A chapter on report writing provides explicit instructions on how to capture the most critical information needed in an investigation. Additional chapters cover the crime scene investigation and the crime laboratory. The remainder of the book delves into the specific investigative protocols for individual crimes, including sex offenses, homicide, mass and serial murder, assault and robbery, property crimes, cybercrime, and narcotics. Concluding chapters focus on the police/prosecutor relationship and investigative trends. Each chapter includes a summary, a list of key terms, and review questions so that readers can test their assimilation of the material. Clear and concise, this book is an essential resource for every criminal investigator’s toolbox.

This book provides the most comprehensive and authoritative book yet published on the subject of criminal investigation, a rapidly developing area within the police and other law enforcement agencies, and an important sub discipline within police studies. The subject is rarely out of the headlines, and there is widespread media interest in criminal investigation. Within the police rapid strides are being made in the direction of professionalizing the criminal investigation process, and it has been a particular focus as a means of improving police performance. A number of important reports have been published in the last few years, highlighting the importance of the criminal investigation process not only to the work of the police but to public confidence in this. Each of these reports has identified shortcomings in the way criminal investigations have been conducted, and has made recommendations for improvement . The Handbook of Criminal Investigation provides a rigorous and critical approach to not only the process of criminal investigation, but also the context in which this takes place, the theory underlying it, and the variety of factors which influence approaches to it. It will be an indispensable source of reference for anybody with an interest in, and needing to know about, criminal investigation. Contributors to the book are drawn from both practitioners in the field and academics.

TV shows that retain their popularity over the years do so for obvious reasons: good production values, good acting, and compelling storylines. But detective stories in particular also endure because they appeal to the gumshoe in all of us. America is obsessed with crime solving. Nancy Grace on CNN Headline News, Greta Van Susteren on Fox, and the seemingly annual recurrence of the courtroom sensation all testify to this fact. And these people and cases are able to reach their phenomenal status not simply because of the media-the media only demonstrates the enormous national appetite for this material. Rather, Cold Case, CSI, and Law & Order have achieved their current popularity because they all respond to the same national craving for crime, and do so with great skill and creativity. Round Up the Usual Suspects provides a comparison of the crime fighting models and justice proceedings of each of these TV series. Each series has its own special crime-fighting niche, and each approaches its job with a different set of values and different paradigms of discovery and proof. Their separate approaches are each firmly grounded in different components of human nature — analytical reasoning, for instance, in CSI, memory in Cold Case, and teamwork in Law & Order. After examining each of the individual series in depth, Ruble goes on to investigate some of the historical antecedents in classical TV detective series such as The FBI and Dragnet. It is interesting to note that these crime fighting methodologies are extensions of the way we all process information about the world. Ray Ruble here aims to increase our appreciation for the ingenious manner in which fictional cases are broken and convictions convincingly secured, and also illuminates the deeper human elements that lie under a more implicit spotlight in these runaway hits.
