The International Telecommunication Union (ITU) and the Universal Postal Union (UPU) are the two major international organisations that are involved in the regulation of international communications. The ITU deals with electronic communications including radio. The UPU deals with mail. As such, both organisations are of major importance in modern life. This volume provides an up-to-date analysis of their development from inception to the present as they have responded to technical and political change. It also makes suggestions for the future. The volume will be an invaluable resource for researchers and students, policy-makers, government officials and administrators, and legal staff in telecommunication and postal organisations.

Over seven chapters the book shows how international communication has been shaped by the structure of international political power and how these means of global communication have in turn been strategic tools for the exercise of international political power. There are separate chapters on global news flows, the international trade in cultural products (films, books, advertising, recorded music, periodicals and books), and government propaganda activities. The politics of the International Telecommunication Union (ITU), the Universal Postal Union (UPU) and the World Intellectual Property Organisation (WIPO) are analysed.

Questions of immigration and border enforcement practices are particularly salient in contemporary public discourse, and examinations of policy and practice bring forth new philosophical quandaries. Why the common assumption that each country has the right to control its own borders? How are laws that restrict or regulate migration created and justified? Why has the criminalization of migration increased? How can migration be better considered through the point of view of the migrants themselves? What are the differences in international and national institutional migratory policy? Immigration, Emigration and Migration consists of essays written by distinguished scholars across the fields of law, political science, and philosophy that examine questions of travel and migration across national borders. The volume explores questions of border control and enforcement, criminalization of borders, and how to address current debates and changes in regards to migration and immigration. The intersection of analysis and prescription provides both an assessment of current forms of thought or regulation and suggestion of alterations to address the flaws or failures of present approaches. The eight essays in this volume reflect a variety of considerations and explorations across interdisciplinary lines, and provide a new and thought-provoking discussion of policy, practice, and philosophy of migratory and border practices.

International Law and Japanese Sovereignty

How does a nation become a great power? A global order was emerging in the nineteenth century, one in which all nations were included. This book explores the multiple legal grounds of Meiji Japan's assertion of sovereign statehood within that order: natural law, treaty law, international administrative law, and the laws of war. Contrary to arguments that Japan was victimized by 'unequal' treaties, or that Japan was required to meet a 'standard of civilization' before it could participate in international society, Howland argues that the Westernizing Japanese state was a player from the start. In the midst of contradictions between law and imperialism, Japan expressed state will and legal acumen as an equal of the Western powers – international incidents in Japanese waters, disputes with foreign powers on Japanese territory, and the prosecution of interstate war. As a member of international administrative unions, Japan worked with fellow members to manage technical systems such as the telegraph and the post. As a member of organizations such as the International Law Association and as a leader at the Hague Peace Conferences, Japan helped to expand international law. By 1907, Japan was the first non-western state to join the ranks of the great powers.

Originally published in 1980 and now back in print, Many Voices, One World came out of hundreds of international studies and proposed reforms for global communication media to ensure a free flow of information. Prepared by the distinguished MacBride Commission and frequently referred to as the MacBride Report it criticized corporate control of media flows and suggested ways to make media production accessible in poorer countries. Beginning with the right of individuals and nations to communicate, this report tackled problems related to government controls, censorship, one-way flows of information, cultural dominance, and commercialization of the mass media. It called for more voices, more freedom of expression, and the protection of journalists' rights. Still widely taught and cited, the MacBride Report is a key work in the history of communication that continues to be relevant today."
