Although collective emotions have a long tradition in scientific inquiry, for instance in mass psychology and the sociology of rituals and social movements, their importance for individuals and the social world has never been more obvious than in the past decades. The Arab Spring revolution, the Occupy Wall Street movement, and mass gatherings at music festivals or mega sports events clearly show the impact collective emotions have both in terms of driving conflict and in uniting people. But these examples only show the most obvious and evident forms of collective emotions. Others are more subtle, although less important: shared moods, emotional atmospheres, and intergroup emotions are part and parcel of our social life. Although these phenomena go hand in hand with any formation of sociality, they are little understood. Moreover, there still is a large gap in our understanding of individual emotions on the one hand and collective emotional phenomena on the other hand. This book presents a comprehensive overview of contemporary theories and research on collective emotions. It spans several disciplines and brings together, for the first time, various strands of inquiry and up-to-date research in the study of collective emotions and related phenomena. Must we put passions aside when we deliberate about justice? Can we do so? The dominant views of deliberation rightly emphasize the importance of impartiality as a cornerstone of fair decision making, but they wrongly assume that impartiality means being disengaged and passionless. In Civil Passions, Sharon Krause argues that moral and political deliberation must incorporate passions, even as she insists on the value of impartiality. Many of America's greatest artists, scientists, investors, educators, and entrepreneurs have come from abroad. Rather than suffering from the "brain drain" of talented and educated individuals emigrating, the United States has benefited greatly over the years from the "brain gain" of immigration. These gifted immigrants have engineered advances in energy, information technology, international commerce, sports, arts, and culture. To stay competitive, the United States must institute more of an open-door policy to attract unique talents from other nations. Yet Americans resist such a policy despite their own immigrant histories and the substantial social, economic, intellectual, and cultural benefits of welcoming newcomers. Why? In Brain Gain, Darrell West asserts that perception or "vision" is one reason reform in immigration policy is so politically difficult. Public discourse tends to emphasize the perceived negatives. Fear too often trumps optimism and reason. And democracy is messy, with policy principles that are often difficult to reconcile. The seeming irrationality of U.S. immigration policy arises from a variety of thorny and interrelated factors: particularistic politics and fragmented institutions, public concern regarding education and employment, anger over taxes and social services, and ambivalence about national identity, culture, and language. Add to that stew a myopic (or worse) press, persistent fears of terrorism, and the difficulties of implementing border enforcement and legal justice. Over the past few decades, we have witnessed the growth of movements using digital means to connect with broader interest groups and express their points of view. These movements emerge out of distinct contexts and yield different outcomes, but tend to share one thing in common: online and offline solidarity shaped around the public display of emotion. Social media facilitate feelings of engagement, in ways that frequently make people feel re-energized about politics. In doing so, media do not make or break revolutions but they do lend emerging, storytelling publics their own means for feeling their way into events, frequently by making those involved a part of the developing story. Technologies network us but it is our stories that connect us to each other, making us feel close to some and distancing us from others. Affective Publics explores how storytelling practices facilitate engagement among movements tuning into a current issue or event by employing three case studies: Arab Spring movements, various iterations of Occupy, and everyday casual political expressions as traced through the archives of trending topics on Twitter. It traces how affective publics materialize and disband around connective conduits of sentiment every day and find their voice through the soft structures of feeling sustained by societies. Using original quantitative and qualitative data, Affective Publics demonstrates, in this groundbreaking analysis, that it is through these soft structures that affective publics connect, disrupt, and feel their way into everyday politics.
