Three years before the September 11 bombing of the World Trade Center-a Chinese military manual called Unrestricted Warfare touted such an attack-suggesting it would be difficult for the U.S. military to cope with. The events of September ll were not a random act perpetrated by independent agents. The doctrine of total war outlined in Unrestricted Warfare clearly demonstrates that the People's Republic of China is preparing to confront the United States and our allies by conducting "asymmetrical" or multidimensional attack on almost every aspect of our social, economic and political life.

Unrestricted Warfare is neither a revolution in military thought nor an executable doctrine for future warfare, but a collection of tactics, techniques, and procedures that have been used throughout history and will continue to be used by future adversaries. In February 1999, two Chinese People's Liberation Army (PLA) senior Air Force colonels, Qiao Liang and Wang Xiangsui, published "Unrestricted Warfare." This paper critically analyzes the concept of Unrestricted Warfare as it relates to future warfare doctrine. The book discusses why Unrestricted Warfare is not an original concept, provides three examples of why the concept would be difficult to adopt, explains what direction the Chinese People's Liberation Army (PLA) has taken since the book was published, and concludes with an analysis of the impact of the publication on future warfare. The author contends that "Unrestricted Warfare" fails to recognize that future war will still have its limitations. To adhere to the concepts of the book, a nation would have to conduct warfare with all elements of national power, resembling something closer to the Clausewitzian model of "total" war. There are major constraints to the implementation of this model, from directing a legitimate government to wage indiscriminate acts of warfare to the effects of warfare waged in an era of increased globalization. Additionally, the book fails to explain how a nation organizes, trains, and equips all of its elements of national power to execute the different forms and methods of Unrestricted Warfare. Unrestricted Warfare, as it is currently written, is less an executable doctrine than a collection of tactics, techniques, and procedures for future war adversaries.

Unrestricted Warfare reveals the dramatic story of the harsh baptism by fire faced by U.S. submarine commanders in World War II. The first skippers went to battle hamstrung by conservative peacetime training and plagued by defective torpedoes. Drawing extensively from now declassified files, Japanese archives, and the testimony of surviving veterans, James DeRose has written a fascinating account of the men and vessels responsible for the only successful submarine campaign of the war. They clearly charted a new course to victory in the Pacific. ADVANCE PRAISE FOR UNRESTRICTED WARFARE " James DeRose has done an excellent job- - surprisingly so, in view of his lack of true WWII submarine experience. He obviously contacted everyone he could find who served on one of the three boats he concentrated on, and he read, as well, everything he could find that was written about them. . . . DeRose shines by his interpretation of events as the Japanese must have seen them. . . . His reconstruction of how Wahoo came to her end may well be pretty close to correct. . . . He does the same with Tang." - CAPTAIN EDWARD L. BEACH, USN author of Submarine! and Run Silent, Run Deep " An outstanding addition to the literature of the Silent Service. . . . The depth of research is wonderful. . . . This is fine history . . . that rivals Blair' s Silent Victory." - PAUL CROZIER, sitemaster, " Legends of the Deep" (www.warfish.com) Web site on the USS Wahoo " I knew all of the book' s main characters quite well. . . . I am also completely familiar with submarine operations in the Pacific. With that background I couldn' t fail to thoroughly enjoy DeRose' s book. It is well written and has the right feel." - CHESTER W. NIMITZ JR., rear admiral, USN (Ret.) " Sail with American submariners into tightly guarded Japanese home waters; undergo the horror of a depth charge attack; experience the thrill of victory with some of the U.S. Navy' s ace submarine skippers. All this- - and much more- - is contained in James F. DeRose' s compelling Unrestricted Warfare. No one interested in the naval side of World War II should be without it." - NATHAN MILLER author of War at Sea: A Naval History of World War II

"The Johns Hopkins University Applied Physics Laboratory (JHU/APL) and Paul H. Nitze School of Advanced International Studies (SAIS) sponsor the fourth annual Unrestricted Warfare Symposium (URW) at APL's Kossiakoff Center. This year, the theme is "Imperatives for Interagency Action" and will identify integrated strategy, analysis, and technology options that enhance interagency capabilities to respond to four potential unrestricted lines of attack - cyber, resource, economic/financial, and terrorist threats. The themed keynote address, featured speakers with unique expertise, and roundtable panelists addressing integrated strategies are designed to further develop understanding and solutions. Perspectives from senior government leaders in response to attendees' questions are combined to provide a uniquely synergistic approach to the challenge and an enduring body of knowledge. The symposium also features interactive audience participation using electronic groupware."--2009 Unrestricted Warfare Symposium web site.
