The phenomenon of "travelling reforms" has become an object of great professional interest and intensive academic scrutiny. The fact that the same set of educational reforms is transferred from one country to another made scholars wonder whether policy transfer has increased as a result of globalization. But also the fact that policy makers increasingly import "best practices "and international standards and use them as a tool to accelerate reform has captured the imagination of many that deal with policy studies. An international comparative perspective is key for understanding why reforms travel from one corner of the world to another. Not surprisingly, the study of policy borrowing and lending constitutes one of the core research topics of comparative policy studies; a new area of research that links comparative education with policy studies. The World Yearbook of Education 2012 brings together a diverse range of perspectives on education policy through contributions from internationally renowned authors. It reflects on the way policy borrowing and lending is reconfiguring the world of education and offers a new collection of insights into the changes occurring across the world. It particularly focuses on: The political and economic reasons for policy borrowing, The agencies, international networks and regimes that instigate policy change, The process of borrowing and lending The impact of these systems, agendas and institutions on indigenous settings. This book will prove invaluable to researchers of globalization and to policy experts, especially those interested in comparative and international educational studies. It is also essential reading for undergraduate and postgraduate students and anyone involved in the sociology, economy or history of education. Gita Steiner-Khamsi is Professor of Comparative and International Education at Teachers College Columbia University, New York, US. Florian Waldow is Research Director at the University of Münster, Germany.

The World Yearbook of Education 2010 volume, Education and the Arab 'World': Political Projects, Struggles, and Geometries of Power, strives to do justice to the complex processes and dynamics behind the world of Arab education. Western interest in all things ?Arab? has greatly increased over the course of the decade, but this interest runs the risk of forgetting that the Arab world is positioned within wider contexts of regional, geopolitical, and global processes. This volume examines Arab education in a range of contexts ? regional, diasporic, and trans-national ? to better understand how the field of Arab education is formed through local, regional, geopolitical and global engagements and resonances. In doing so, contributors from a range of disciplines open critical conversations about the intersections of history, culture, geopolitics, policy, and education. The World Yearbook of Education 2010 offers new conceptual and empirical approaches that deal with some of the often-neglected aspects of the study of Arab education: contested political projects; struggles towards emancipation, recognition and liberation; and a larger concern for social justice, equity, and political inclusion. Andr?lias Mazawi is associate professor in the Department of Educational Studies at the University of British Columbia, Vancouver, BC, Canada. He is also an associate fellow at the Euro-Mediterranean Centre for Educational Research at the University of Malta.Ronald G. Sultana is professor in the Department of Education Studies at the University of Malta, where he also leads the Euro-Mediterranean Centre for Educational Research. The globalization of educational policy has become a popular, if not ubiquitous, phenomenon among educational policymakers across the world. It has led many observers to conclude that educational systems in different parts of the world are converging towards one international (neo-liberal) model of school reform. This practice of borrowing and lending school reforms requires a serious examination of the politics and the economics of transnational educational transfer. In this volume, Steiner-Khamsi and her colleagues provide an in-depth empirical and critical examination of the practice of global educational policy. Contributors question the value of importing and exporting educational policies, analyze who benefits from these arrangements, and test the effectiveness of adapting one country's policies in other (often quite culturally distinct) countries. The book investigates how global policies have been implemented locally, and examines the extent to which they work in diverse locales. teiner-Khamsi and her colleagues also examine the role and practices of non-governmental organizations (NGOs), multilateral organizations, and the World Bank in fostering how educational policies are disseminated and adapted across national and cultural boundaries.

Drawing upon multiple disciplines, it provides a comprehensive overview of globalization’s history, processes, theories, and trends, both generally and in education specifically. The book includes an in-depth discussion of policy borrowing, emphasizing its political nature, to provide an understanding of globalization’s impact on education. Portnoi interrogates the dominance of the Global North and the influence of the global governance organizations that serve as the core of the aid and development regime. Using a critical perspective, Portnoi emphasizes the manner in which local agents intervene to mediate the forces of globalization. The book provides a comprehensive foundation for students and scholars of comparative education and associated disciplines, including social foundations, educational policy, teacher education, higher education, globalization studies, sociology of education, and policy studies.

This book argues that data and their use constitute a form of governance of education. It highlights the ways in which education is steered and managed so that a European education policy space is ‘fabricated’ through data which travel across national systems, and which enter and restructure provision to make it measurable, comparable and governable.

This latest volume in the World Yearbook of Education series examines the relationship between assessment systems and efforts to advance equity in education at a time of growing inequalities. It focuses on the political motives behind the expansion of an assessment industry, the associated expansion of an SEN industry and a growth in consequential accountability systems. Split into three key sections, the first part is concerned with the assessment industry, and considers the purpose and function of assessment in policy and politics and the political context in which particular assessment practices have emerged. Part II of the book, on assessing deviance, explores those assessment and identification practices that seek to classify different categories of learners, including children with Limited English Proficiency, with special needs and disabilities and with behavioural problems. The final part of the book considers the consequences of assessment and the possibility of fairer and more equitable alternatives, examining the production of inequalities within assessment in relation to race, class, gender and disability. Discussing in detail the complex historical intersections of assessment and educational equity with particular attention to the implications for marginalised populations of students and their families, this volume seeks to provide reframings and reconceptualisations of assessment and identification by offering new insights into economic and cultural trends influencing them. Co-edited by two internationally renowned scholars, Julie Allan and Alfredo J. Artiles, World Yearbook of Education 2017 will be a valuable resource for researchers, graduates and policy makers who are interested in the economic trends of global education assessment.

What is the relationship between education and reconciliation initiatives? Who encourages and enacts it and who discourages and detracts from it? Do reconciliatory educational practices offer any insight into the nature of reconciliation as a process? Drawing on international research in numerous countries, including Bosnia Herzegovina, Rwanda, South Africa,Jordan, Peru and the USA, the contributors consider, conceptually and empirically, the role of education in reconciling societies, groups and individuals divided by conflict. These case studies expand conceptual and empirical understandings of the understudied relationship between education and reconciliation and its potential for addressing and repairing the divisions of conflict. Each chapter contains a summary of the key points and issues within the chapter to enable easy navigation, key relevant and contemporary questions to encourage you to actively engage with the material and an annotated list of suggested further reading to support you to take your exploration further.
